      Man Accused of Raping Five-Year-Old is Level Three Sex Offender

      We've learned the man accused of raping a five-year-old girl on Saturday is a level three registered sex offender in Creek County. That means the person poses a serious danger to the community and will continue to engage in criminal sexual activity and requires registration for life.

      According to Kyle Hancock's arrest report, he was living with his mother at Meadows Apartments near East 29th Street and South Garnett Road. Records show he is not registered in Tulsa County.

      Officers with the Tulsa Police Department said on Saturday morning Hancock broke into an East Tulsa home through a kitchen window and then raped a little girl.

      About 11 hours later, officers captured Hancock at Meadows Apartments after a woman called 9-1-1 with a tip. Officers placed Hancock under arrest on an outstanding warrant out of Creek County. Sgt. Brandon Wykoff with the Tulsa Police Department said Hancock committed a similar crime in Creek County a couple years ago, but his sentence was suspended.

      "Guys like this don't need to ever be on the street again. He shouldn't have got out as quickly as he did in the first time," Sgt. Wykoff said.

      A witness told detectives that Hancock confessed to raping the five-year-old on Saturday morning and that hancock stated "I have a demon in me."

      "It's hard to imagine anybody can do that, but he certainly did."

      Detectives have collected Hancock's clothes as evidence and are working on getting a DNA sample from him. He is being held without bond for first degree rape and first degree burglary. Both after a former conviction of a felony.
