A man police say abducted his daughter Sunday morning, and who continues to elude authorities, has been charged with child stealing.Court records show prosecutors filed the charge Tuesday afternoon against Justin Lampkins, who is accused in the abduction of two-year-old Venice Lampkins.Venice's mother, Rhea Smith, told Tulsa's Channel 8 Sunday that she was picking up a friend at St. Thomas Square Apartments when Lampkins pulled up behind her."As soon as I saw his truck, I tried to lock the doors, but he had already gotten into the truck," she says.Rhea says Lampkins took Venice, got into his truck and drove away. She says much of her worry comes from when Lampkins had her once before."He had had her for a couple of months... and she came back and she was skin and bones," says Smith. "There was something wrong with her, she was hitting herself in the head, and waking up at night and having nightmares, and pulling out her eyelashes."Justin Lampkins is a 31-year-old black male. He's thought to be driving a green, Chevy S-10 pickup truck with Creek Nation tag number A1645.Anyone with information on his whereabouts or that of Venice Lampkins should call 911 immediately.
