The role of Owasso City Manager was still vacant on Tuesday.Rodney Ray, who has been out on administrative leave since May 24, was booked into Tulsa County Jail on felony charges for allegedly writing a bogus $3,000 check to hearing aid company, Clear-Tone and for false reporting of a crime, after he apparently told police that the check had been stolen."It has nothing to do with city business and so we can't address any of those questions," said Chelsea Levo with the City of Owasso.The District Attorney is handling the investigation.Levo was quick to reassure the people of Owasso that day-to-day city operations are under control. "We just want to ensure the citizens that what seems to be a very difficult time -- that we're still a city of character."She also pointed out a void felt at City Hall in Ray's absence. "I mean, Rodney's been a leader here for many, many years and uh, you can't drive around the city without saying that all of this growth and the impact that it has had on the community has not been due to his leadership. So, we owe him a lot of honor and gratitude for that, um, and so of course we... We miss his presence," Levo said.
