Tulsa Police Discover Toddler Locked Inside Dog Crate, Couple Charged

A Tulsa man was arrested Sunday evening after police received a report of a naked toddler locked outside and another found inside a dog crate covered in feces.

Around 4 p.m., Tulsa police were sent to the 4900 block of North Frankfort Place after a neighbor called 911 and said he had found a naked 4-year-old child crying outside William Todd Lewallen's house. When no one answered the caller's knocks on the front door, the child was taken from the backyard until police arrived.

According to the police report, the child had been outside for more than 20 minutes in 40 degree weather. When police arrived at the scene, they could hear screaming and crying coming from inside the house.

Police entered the house after no one came to the door where they found an 18-month-old locked inside a metal dog cage. Upon their entry into the house, they were hit with "the overwhelming stench of feces," the police report states.

After police released the child from the cage, they found Lewallen, 48, passed out in bed with a naked three year old child next to him, according to the report.{}Officers said he appeared to be under the influence of drugs and alcohol.

Lewallen stated that he had taken oxycontin, among other medication, and drank a beer before he fell asleep, according to the police report. He said he was unaware the children were locked outside the house and inside the dog cage.

DHS took custody of all the children and Lewallen was taken to jail where he was booked on a complaint of felony child abuse. He is set to appear in court on Nov. 19.

Erin Elizabeth Lewallen, 27, is being charged with child neglect, after leaving the three children alone on Sunday, Nov. 11.
