DA identifies 13-year-old charged in murder of teen

The Tulsa County District Attorney's Office said a teen has been charged in the death of another teen.

Officials said Skyler James Neill, 13, allegedly shot and killed 13-year-old Lamar Norman III on Dec. 27, 2021.

Officers found the teen victim's body in the street outside Savanna Landing Apartments near 61st and Peoria.

After speaking to witnesses, police arrested Neill on Dec. 30.

The DA said Neill will be charged as an adult. Based on Oklahoma law, "any person 13 or 14 years of age who is charged with murder in the first degree shall be held accountable for the act as if the person were an adult."

Neill can apply to be certified as a "youthful offender," which will require a hearing, according to the DA's office.
