Convicted sex offender arrested for running a kiddie ride at a carnival

The Rogers County Sheriff's Office says a convicted sex offender is in jail for violating his registration.

Deputies say his registration was not up to date.

According to the affidavit, Billy Lowther, was operating a kiddie ride at the Chelsea carnival on Saturday.

After confirming that Lowther registration was not filed, deputies placed him under arrest.

Lowther told deputies that he didn't receive the Aug. 1 verification needed and didn't know that he was a delinquent and admitted to not reporting the change to his work history to the Chelsea Police Department .

Lowther was placed on the Level 3 sex offenders list after he was convicted of rape in the second-degree in 2006.
